A: trafficking is a serious offense.
If the youth had priors they would probably be tried as an adult. however if not they will at least be incarcerated in a juvenile facility until the age of 18, with an extended probation.

A: Depends on their age at the time of the offence.
Over 17, they are going to be charged as adults, and upon conviction, depending on the type of drugs ( coke or heroin, versus pot ) and the amount of drugs ( weight ), they are looking at jail time.
If under 17 at the time, they will be in "kiddy court " and get a fine and perhaps some detention in a kiddy jail, but only a few months.
If convicted as adults, they get a life long criminal record, that will follow them till they die. As juveniles, the record is only until they reach 19, and then it is sealed, and can only be disclosed to a Police agency who does a record search of their name.
So, as you can see, the Youth Offenders Act really goes easy on kids under 17, and the adult criminal code does not.
That is why adult gangsters use kids to carry and deliver drugs, knowing that they will get a lighter sentence, if caught. The adults stay in the background, laughing at the dumb kids, who are headed to court.

If the drugs are on that list, they are cheaper than in the US.
But if a drug is not on the approved drug list, then those drugs are way higher than you can buy them in the US.

A: Allowing such imports would damage the profits of the Drug Companies. They charge US customers vastly higher prices for the same products they sell for less in countries with regulated drug prices. I am surprised that no one has used the provisions of the NAFTA treaty to overthrow the ban on drug imports from Canada.

A: I don't live in Canada, I live in Australia, Our government did something about this problem rather than ignoring it. We have local medically controlled injecting rooms. In all the areas where there are high amounts of users, So they can get free clean fits and dispose of there used fits than leaving them on the street.
Since they opened them there are no used fits left uncapped to get needle stick injuries or users sharing fits to spread the hepatitis alphabet or hiv. We no longer have to be greeted with overdosed people in public restrooms or in back alley's. Our hiv, hepatitis's contact rate and overdose rate has dropped almost completely, as well there is free access for users to go on a methadone program to get off the heroin.
As well as needle exchange programs and 24 hour access to fit vending machines fit disposals and blue lights in all local rest rooms to stop any users from using public rest rooms for injecting. By doing this has saved our government hundreds of millions of dollars in tax dollars for medical costs. We have a free medical health system here in Australia like in Canada.
Recently younger heroin users have switched to using Ice due
to it's cheaper and it's too become a serious problem. So all our hospitals now have been fitted with medically monitored Ice chill out rooms with padded walls so a user can't severely injure themselves while they are high.
Many countries have seen the success it's achieved opening public injecting rooms here in Australia. A: Well drugs that are not administered in a hospital are not covered by most provinces, cancer drugs are not special. Many people have health insurance that covers what the provincial plans don't. In some cases there are supplemental programs like the Trillium program in ON which covers drug costs that exceed 4% of the household income.
Cancer drugs that are delivered in hospitals, like most chemotherapy, are covered. Also I think in ON all drugs are covered for seniors. Before it is covered, a drug has to be approved and not every drug is.
